Request for Quotations – Specialized Trainer in Designing, Facilitating, Guiding, and Mentoring Community Initiatives Based on Mediation
First: General Background
ACT Conflict Resolution Organization invites qualified trainers and experts to submit quotations for conducting specialized training and mentoring workshops under the project:
"Community Initiatives Based on Mediation Approaches to Promote Dialogue and Social Cohesion in Palestinian Society"
funded by the European Union.
The project aims to support trained mediators in transforming the knowledge and skills they acquired in mediation and peacebuilding into practical community initiatives that foster dialogue, reduce tensions, and strengthen social cohesion within local communities. This training is designed to empower participants to design implementable community initiatives based on principles of mediation, dialogue, and constructive conflict management.
Second: Mission Objective
This mission seeks to contract a specialized trainer to conduct a three‑day practical training workshop focusing on building participants’ capacities in designing and facilitating community initiatives aimed at resolving community conflicts and promoting dialogue and social cohesion.
The training should enable participants to develop initial ideas for community initiatives and transform them into clear, actionable plans that include objectives, target groups, implementation methodology, risk management, follow‑up mechanisms, and measurable indicators.
It also aims to provide continuous mentoring and guidance services to 15 mediators during the stages of designing and implementing their community initiatives, ensuring that the knowledge and skills acquired in the training are translated into actual, implementable initiatives.
Third: Training Workshop Details
- Training Topic: Designing and Facilitating Community Initiatives Aimed at Resolving Community Conflicts and Promoting Dialogue and Social Cohesion
- Training Duration: 3 in‑person training days
- Number of Participants: 15 mediators
- Expected Implementation Period: June – July 2026
- Training Language: Arabic, with the possibility of using English references or supporting tools when needed
- Mentoring and Guidance Sessions Details
- Number of Sessions: 10 in‑person mentoring sessions
- Location: Ramallah, Palestine
- Expected Period: June – September 2026
- Participants: 15 mediators
- Language: Arabic, with the possibility of using English references or supporting tools when needed
Fourth: Scope of Work and Responsibilities
During the training workshops, the trainer shall:
- Hold a preparatory meeting with ACT team to understand project objectives, participant profiles, and expected training outcomes.
- Prepare a detailed training plan including objectives, modules, methodology, timeline, and practical activities.
- Develop training materials including presentations, worksheets, practical models, and tools for designing community initiatives.
- Deliver a three‑day in‑person training workshop using interactive and practical training methods.
- Guide participants during the training to develop initial ideas for community initiatives inspired by mediation.
- Conduct pre‑ and post‑training evaluations to measure participants’ knowledge and skills development.
- Assess the initial initiatives submitted by participants and provide technical feedback for improvement.
- Prepare a final training report according to ACT’s approved template, including training results, participant evaluations, pre‑ and post‑assessment results, technical feedback, and recommendations.
During the mentoring and guidance sessions, the trainer shall:
- Hold a preparatory meeting with ACT team to understand project objectives, participant profiles, and planned community initiatives.
- Prepare a detailed mentoring plan for sessions with each mediator or group of mediators.
- Support mediators in developing their community initiative concepts and preparing detailed implementation plans.
- Accompany mediators during the implementation stages of their initiatives and provide continuous guidance to ensure proper execution.
- Provide constructive and ongoing feedback to improve initiative quality.
- Conduct initial evaluations of initiatives regarding adherence to the defined plan and ACT’s approved standards.
- Prepare a final mentoring report according to ACT’s approved template.
Fifth: Methodology
Expected methodology for training workshops:
- Short interactive presentations on designing community initiatives based on mediation.
- Practical exercises on conflict analysis, stakeholder identification, and initiative goal‑setting.
- Group work to develop community initiative ideas.
- Simulations and practical tools for facilitating community dialogue.
- Collective review of proposed initiatives and constructive feedback.
- Use of practical models for initiative planning, risk management, monitoring and evaluation, and documentation of results.
Expected methodology for mentoring sessions:
- Individual or group mentoring sessions with mediators to discuss initiative progress.
- Provision of practical tools and models to support initiative design, planning, and implementation.
- Regular review of initiative plans and provision of technical feedback for improvement.
- Support mediators in overcoming practical challenges during implementation.
Sixth: Expected Deliverables from the Trainer in Training Workshops
Final training plan approved by ACT before training implementation.
- Complete training materials including presentations, worksheets, models, and tools to be used during training.
- Pre‑ and post‑assessment tools to measure training impact on participants’ knowledge and skills.
- Technical evaluation of initial initiatives developed or submitted by participants.
- Final training report according to ACT’s approved template, including at minimum:
- General description of the training and methodology used
- List of modules and activities conducted
- Analysis of pre‑ and post‑assessment results
- Summary of participant interaction and capacity development
- Notes on initial initiatives submitted
- Challenges and lessons learned
- Practical recommendations for follow‑up and further support
Expected deliverables in mentoring sessions:
- Final mentoring plan approved by ACT before sessions begin
- Initial evaluation of initiatives regarding adherence to the defined plan and ACT’s approved standards
- Final mentoring report according to ACT’s approved template, including at minimum:
- General description of mentoring sessions and methodology used
- Summary of initiative progress and mediators’ capacity development

Seventh: Required Qualifications
The trainer must meet the following qualifications:
- Minimum of a Bachelor’s degree in a relevant field such as mediation, conflict resolution, peacebuilding, community development, social sciences, law, or other related fields.
- Proven practical experience in training on designing, implementing, and evaluating community initiatives.
- Documented practical experience of at least three years in mentoring and guiding community initiatives.
- Experience in mediation, community dialogue, conflict resolution, or social cohesion.
- Experience in supporting the design and implementation of community initiatives.
- Good knowledge of the Palestinian context and related community and political challenges.
- Proven ability to conduct practical trainings using modern and participatory methods.
- Proven ability to support multiple initiatives simultaneously.
- Strong facilitation skills, ability to manage sensitive discussions, and work with diverse groups.
- Ability to adhere to the defined timeline and deliver outputs with high professional quality.
- Previous experience working with civil society organizations or internationally funded projects is preferred.
