Early Action for Safer Communities is a community-based peacebuilding initiative that aims to reduce the escalation of conflicts and incidents of community violence in East Jerusalem through early intervention and peaceful dispute resolution. The project focuses on empowering youth and community leaders—particularly women—with practical skills in mediation and arbitration, enabling them to respond constructively to emerging tensions before they develop into violent conflict.

The project delivers intensive training programs and community workshops that equip participants with tools for early conflict detection, mediation, and nonviolent intervention. Participants are supported to design and lead community-based initiatives that address local sources of tension and promote dialogue, trust, and social cohesion.

In parallel, the project facilitates dialogue sessions between participants and local experts to jointly develop a shared action plan for conflict prevention and early response. These efforts aim to strengthen coordination, enhance community resilience, and establish practical mechanisms for maintaining safety and stability within neighborhoods.

Implemented across multiple areas of East Jerusalem, including Beit Hanina, Silwan, Shuafat, and Al-Issawiya, the project is supported by the Canada Fund for Local Initiatives (CFLI). Through its emphasis on early action, inclusive participation, and community leadership, the project contributes to building safer, more resilient communities in Jerusalem.

Implemented across several neighborhoods in East Jerusalem, including Beit Hanina, Silwan, Shuafat, and Al-Issawiya, and supported by the Canada Fund for Local Initiatives (CFLI), the project contributes to building safer, more resilient, and cohesive communities.

Project Goals

The overall objective of the project is to prevent the escalation of conflicts and community violence in East Jerusalem through early intervention and peaceful dispute resolution. Specifically, the project aims to:

  1. Empower youth with mediation and arbitration skills to enable early and effective intervention in community conflicts.
  2. Strengthen the role of women as recognized peacebuilders and support their meaningful participation in conflict prevention and community safety efforts.
  3. Develop and implement participant-led community intervention initiatives that address sources of tension and violence at the local level.
  4. Build partnerships between participants and local experts to jointly develop a shared action plan for conflict prevention and safer communities.
