ACT Foundation Continues Engineering Arbitration Capacity-Building Program in Gaza Strip with FIDIC Module 1 Training
14 September 2026

ACT Conflict Resolution continues implementing the second phase of a specialized program aimed at training and qualifying engineering arbitration professionals in the Gaza Strip. Conducted in cooperation with the Ministry of Justice, the initiative brings together 40 participating engineers, contractors, and lawyers from Gaza for a FIDIC Module 1 training entitled "Practical Use of FIDIC Contracts with Key Highlights of the 2017 Second Editions."

This training forms part of a comprehensive track designed to build the capacities of diverse Gaza-based professionals—specifically lawyers, engineers, and contractors—particularly to support upcoming reconstruction efforts. The goal is to enhance their ability to handle engineering contracts, claims, and disputes in accordance with specialized technical and legal standards.

Spanning four days at three hours per session, the course is delivered by Eng. Legal Expert Hosni Madi, an accredited international FIDIC trainer and founder of Shura Construction Management, who brings over 21 years of experience in managing major construction projects and contracts across the region.

The training focuses on the practical application of FIDIC contracts—from their origin, structure, and distinct forms to the roles and obligations of key contract parties, including the Employer, Engineer, Contractor, and Subcontractors. The curriculum also addresses labor and equipment management, delay handling, tests on completion, and defect liability.

Furthermore, the course explores financial dimensions such as measurement, variations, and payment procedures, alongside provisions governing suspension, termination, risks, insurance, force majeure, and the handling of claims, disputes, and arbitration.

This module represents Level 1 of the FIDIC contract track within ACT Foundation’s multi-level Engineering Arbitration Program. The initiative aims to equip professionals with the core knowledge and practical skills necessary to navigate complex construction contracts and engineering disputes, ultimately qualifying practitioners for official accreditation in engineering arbitration. Through these efforts, the program contributes to cultivating specialized local expertise and advancing the broader arbitration ecosystem within the construction sector.
